Rome

Lazio · the capital: Italy’s deepest services at capital prices — and no 7% regime

The Colosseum in Rome

Who picks it

Movers who choose the capital on purpose: Italy’s largest hospital in its largest city (the Gemelli, 1,575 beds), a second giant teaching hospital at the Sapienza’s Policlinico Umberto I (1,235 beds), the ministries and the U.S. Embassy, and Fiumicino’s nonstop web to North America — including ITA Airways’ Rome–Houston route, launched 1 May 2026. Rome is the services-first, tax-second choice at the top of this page’s price range.

Who should skip it

Anyone moving for the 7% regime — Rome is not eligible, on two counts: Lazio is not one of the eight southern 7% regions, and the regime is written for small municipalities under a 30,000-inhabitant cap (Law 34/2026), which the capital exceeds many times over. Skip it, too, if the budget leads: the dated rent snapshot below is the highest on this page, above Turin, Palermo and Lecce.

Not moving on a pension? The route depends on how you will live there — passive income, remote work, a job, family or study. See Italy’s routes separated by life →

GAP — no sourced local basket was captured; the rows above are rent samples, not a couple budget

Crowd-sourced snapshot updated 26 September 2026 (183 Rome contributors in the prior 12 months); checked 8 October 2026. One dated set of asking rents, printed as anchors; verify the registered lease and included costs before budgeting.

Healthcare access

Rome is the depth end of this comparison. The Fondazione Policlinico Universitario Agostino Gemelli — 1,575 beds, described in its reference entries as Italy’s second-largest hospital and Rome’s largest — works inside the SSN and also runs paid private wards; the Policlinico Umberto I (1,235 beds) is the Sapienza University teaching hospital; Bambino Gesù carries the paediatric name. Residents follow the same path as everywhere in Italy — ASL registration, medico di base, tessera sanitaria — and no facility-level wait figures were captured, so named-hospital checks remain local homework.

Climate, honestly

Mediterranean with a real summer. Rome’s NOAA 1961–1990 normals (Urbe airport) put average daily highs near 31°C in July and August and near 12°C in January — and those normals are a generation old: recent summer checks run hotter, so treat July–August heat as a health planning item, not a beach footnote. Winters are mild and wet rather than cold.

Getting around & back to the U.S.

Fiumicino (FCO) is Italy’s North America gateway. ITA Airways’ published network, checked 8 October 2026, lists nonstop Rome service to New York, Boston, Miami, Los Angeles, San Francisco, Washington D.C. and Chicago, plus Houston — the route launched 1 May 2026, three times a week in May and five a week from 1 June to 24 October 2026. Inside the city, the centro storico walks; the metro and buses carry the rest.

Expat life & English

Rome hosts Italy’s international institutions, and English surfaces around them and in the private wards of the big hospitals. A verified list of English-speaking resident services for Rome was not captured for this page — printed as a GAP rather than filled with directory names.

Watch-outs

A short city story

The hero is the Colosseum — the image the whole world files under Rome. The mover’s Rome is the same city at working hours: a 1,575-bed teaching hospital on the Monte Mario hill, a 1,235-bed university polyclinic by the Termini side, and a €1,080 asking rent for a centre one-bedroom. Rome earns its place as the capital-depth option; it never pretends to be the cheap one.

Asking rents are dated snapshots, not guarantees; Italian consulates and Questure apply the rules locally and figures change — confirm against the assigned consulate and the registered lease before you commit.
