Pensioners, passive-income households and remote workers who want a big-city landing in the warm southwest: Cali runs lower rents than Medellín on the dated samples below, one of the country’s top-ranked hospitals is here (see Healthcare access), Alfonso Bonilla Aragón airport (CLO) has direct U.S. flights, and at about 1,000 m the city is warm without the Caribbean coast’s humidity. The tradeoff prints instead of hiding: the American-mover layer is thinner than Medellín’s, so the landing is more do-it-yourself.
Skip Cali if you need cool weather — this is a warm city, not a spring-like one. Skip it, too, if your Level 3 comfort depends on distance from the Do Not Travel map: the city of Cali itself is expressly carved out of the Valle del Cauca Do Not Travel zone, but the rest of that department is in it, so day trips and overland travel need the advisory in hand, not the brochure. Serviced, hotel-style units in Granada ask COP 7.2–9.6M/mo and are excluded from the range, because they are not ordinary leases. No tenant-side long-term rental helper for Cali was verified in this pass either; the lease homework (total cost with administración, deposit, early exit, a contract usable for address proof) is yours to pin down in writing.

Cali is one of the country’s metro referral centres, and it is the one city on this page where named-hospital verification was captured. Hospital Universitario Fundación Valle del Lili, in the south of the city, is Colombia’s highest-placed hospital in Newsweek’s World’s Best Hospitals 2025 (162nd globally — Finance Colombia, reporting Newsweek/Statista) and appears in Brand Finance’s Global Top 250 Hospitals 2026 research-reputation ranking (16th, research score 80.0). Clínica Imbanaco ranked seventh in Colombia in Newsweek’s 2023 country scoring (81.02%). Verification level, printed plainly: these are independent ranking citations — not quality guarantees, not endorsements, and not a substitute for checking the specific service you need. The frame from the country page still rules the money: Medicare pays $0 in Colombia; M Pensionado holders cannot join an EPS and comply through the private all-risk policy; other M/R residents affiliate via the cédula de extranjería and the SAT. No written private premiums at ages 65, 70 or 75 were captured for Colombia — no premium figure prints.
Cali sits at about 1,000 m in the Cauca River valley — the warm floor of Colombia’s altitude ladder, not the temperate one Medellín sells. Climate summaries put the annual average near 24 °C, with daytime highs around 30 °C and nights near 17–19 °C; the wettest months run roughly March–May and October–November, with a drier stretch around July–August. That reads as: a warm city where a fan usually works and air-conditioning is a choice, not a survival tool. Cali’s airport is Alfonso Bonilla Aragón International (CLO), at Palmaseca in Palmira, roughly 15 km northeast of the centre. On routes checked 8 October 2026: American Airlines flies CLO–Miami nonstop; Avianca flies CLO–Fort Lauderdale nonstop, with Miami and New York–JFK seasonal; JetBlue’s Fort Lauderdale service was announced to begin 15 October 2026; Copa connects via Panama City, and Avianca and World2Fly link Madrid. Domestically, Bogotá, Medellín and Cartagena are short hops. Inside the city, the MIO bus-rapid-transit system is the transit spine; ride-hailing and building-level security habits do the rest, under the same national advisory line: do not hail taxis from the street. Frequencies change by season — treat carrier pages, not this page, as the timetable.
An established but smaller foreign-resident layer than Medellín’s, anchored in Granada — the restaurant district the dated rent samples come from — with El Peñón, colonial San Antonio and Santa Teresita on the west side, and Ciudad Jardín and Pance to the south. Cali’s own identity is not expat-shaped: it is Colombia’s salsa capital, with dance schools and live clubs as everyday infrastructure, and the Feria de Cali at the end of December. Daily life beyond the west and north corridors runs in Spanish; if your Spanish is at zero, budget the far steeper learning curve honestly instead of assuming an English bubble.
A warm valley city of about two million that dances its way through the year — Cali calls itself the world capital of salsa, and the claim is load-bearing: dance schools, live clubs and the December Feria are the city’s social infrastructure, not its nightlife garnish. For a mover, the practical shape is west-side colonial San Antonio and the Granada restaurant streets for the first landing, the south (Ciudad Jardín, Pance) for family-scale houses, and one of the country’s best hospitals ten minutes beyond them.
